South Korea is set to make a significant change in its workforce dynamics, particularly in the bustling restaurant industry. On November 27, the government. led by the Foreign Workforce Policy Committee and Chairman Bang Ki-seon, announced a groundbreaking plan to introduce foreign workers in 2024. This initiative marks a pivotal shift, especially with the inclusion of the restaurant sector in the Employment Permit System(E-9)

    Detailed Explanation:

The Employment Permit System (E-9) is a strategic framework designed to aid small and medium-sized enterprises struggling to find domestic workers, Under this system, businesses can legally employ non-professional foreign workers through government-issued employment permits. This new measure is a boon for restaurant owners, who can now hire foreign workers under E-9 visas.

Given the vast scope of the restaurant industry, which encompasses about 800,000 businesses, the government has chosen to focus initially on the Korean food sector. This segment, making up 42% of the industry, is known for its intensive preparation techniques and high demand for labor. The pilot program will target '100 major local government' to gauge its effectiveness.

The policy is tailored to ensure responsible management of foreign workers. Only businesses with a stable operational history-5 years for those with five or more domestic emplouees and 7 years for smaller businesses-will be eligible to hire foreign workers, specifically as 'kitchen assistants'. These roles often involve repetitive and physically demanding tasks.

Post-implementation, the Ministry of Agriculture, Food and Rural Affairs, and the Ministry of Emplyment and Labor will conduct a thorough analysis. They plan to survey the employment management of foreign workers in the latter half of the next year to decide on potential future expansions.

    Conclusion

Kwon Jae-han, from the Ministry of Agriculture, Food and Rural Affairs, emphasized the government's commitment to addressing the chronic manpower shortage in the restaurant industry. This initiative, which complements the improved employment visit(H-2) system and other visa categories like overseas Korean (F-4) and student (D-2), is expected to significantly aid restaurant owners. The government remains dedicated to enhancing the competitiveness of the restaurant industry through a smooth supply of manpower.
